The claim button is live whenever there is anything to claim, whether or not the market is open. Fees are not a trade, so the hours rule does not apply to them.
No account, no server
There is nothing to sign up for and nothing stored about you. Both lists are derived from your wallet's token accounts and from the program's own accounts every time the page loads, so what you see is exactly what the chain says.
